The smelters of Norilsk produce a fifth of the world's nickel while emitting 1.9 million tons of sulfur dioxide a year - more than all of France. Spotting a business opportunity, factory officials have brought in a contractor to extract metals from the black sludge that covers the region, and make a few more rubles.
